The United States is currently running a deficit of over $ 14 Trillion with a quarter of Americans living at or below the poverty line. Unemployment has remained over 9 percent for over 24 consecutive months and both the White House and Congress failed to pass mandatory budget cuts through the Super Committee to save our economy.

“People are in bad shape and something needs to be done to rebuild our nation, but not at the expense of the taxpayers,” said Anthony Figliola, economic development professional and Vice President of Empire Government Strategies. “The good news is that there are many initiatives Washington can enact, which can put Americans back to work without raising taxes.”

Anthony Figliola is the former Deputy Supervisor of Economic Development for the Town of Brookhaven, one of America’s largest municipalities. During his time in government he was directly responsible economic and energy policy. He worked with businesses seeking government incentives to grow as well as developed workforce development programs to put people back to work.

He continued his work in economic development in the private sector and in total has helped to create over 3,500 new jobs. In addition he obtained over $ 800 million in government grants for businesses, which invested over $ 2 billion in capital projects.

Utilizing his past experience in job creation and economic development, Mr. Figliola outlined several steps the federal government should take to stimulate job growth in America.

Support Oil and Natural Gas Exploration: currently there are trillions of cubic feet of oil and natural gas shales under our feet. The EPA and states including New York need to approve continued exploration, so that our country can significantly reduce its dependence on foreign oil and create tens of thousands of jobs for Americans. For example, the Obama Administration has an opportunity to approve the expansion of the Keystone XL Pipeline down to the Gulf of Mexico. This project has the potential to create over 20,000 jobs at no cost to the taxpayers, however, the project has been stalled.

Repatriate U.S. Cash from Overseas: right now there is over $ 2 trillion in profits made by U.S. corporations sitting in overseas accounts. The Congress should pass legislation to allow those corporations to bring that money back home at a one-time discounted tax rate. The caveat would be that 3% of taxable earnings would be put into an Economic Development fund designed to help small businesses looking for capital to grow.

Create a Federal Economic Development Fund: This fund would be managed by a non-profit entity oversaw by the Department of Commerce and the Congress. This fund would solicit competitive applications for funding from all 50 states. Each state currently has programs that provide financial support to growing businesses and workforce training projects. The mechanism and oversight has already been established by the states. They have access to businesses ready to expand, but funds are limited. A competitive grant program similar to the Race to the Top initiative would immediately create badly needed jobs for struggling state economies.

On December 13, 2011, The Honorable Robert L. Miller of the Northern District of Indiana granted Conditional Class Certification under the Fair Labor Standard Act to Plaintiff Martha Swarthout and granted her Motion for Judicial Notice. Ms. Swarthout brought suit against Ryla Teleservices, Inc. on April 13, 2011, alleging that she and other similarly situated customer service employees of Ryla’s call center in Lafayette, Indiana, were not compensated for logging into computer applications and performing other necessary work tasks before the beginning of their shifts and after the end of their shifts. Ms. Swarthout’s complaint also alleged that on certain occasions, Ryla failed to pay her and other similarly situated employees on time. The case is titled Swarthout et al. v. Ryla Teleservices, Inc., 4:11-cv-21 RM (N.D. Ind.)

Judge Miller’s Order means that Ms. Swarthout will be permitted to send judicial notice of the lawsuit to the other customer service representatives who worked at Ryla’s Lafayette, Indiana, call center in the last three years and give them an opportunity to file consent forms to join the case.

This case is one of seven collective actions filed against Ryla by its employees in various states. These cases allege that Ryla failed to pay its employees for all time worked and failed to pay its employees on time. The other cases include Slaughter-Cabbell & Hooks, et al. v. Ryla Teleservices, Inc., 1:11-CV-00202 (N.D. Ga.); Robinson & Wingard et al. v. Ryla Teleservices, Inc., 1:11-CV-00131 (S.D. Ind.), Shea & Gurtin et al. v. Ryla Teleservices, Inc., 1:11-cv-00626 (E.D. Ca.); Dickenson & Green et al. v. Ryla Teleservices, Inc., 11-CV-1208 (D. Co.); Hargrove et al. v. Ryla Teleservices, Inc., (E.D. Va.).

Autism Speaks, the world’s largest autism science and advocacy organization, today introduced 11 new sections to its popular Autism Safety Project on the Autism Speaks website. Safety is a concern for all parents, but given the challenges of individuals with autism spectrum disorder (ASD), safety is even more critical. The new sections of the Autism Safety Project focus on safety in the home and the community, and provide information about preventing sexual abuse and other forms of mistreatment.

Keeping individuals with autism safe is of paramount concern to families and should start within the home. These concerns are addressed in “Safe Signals,” a collection of in-home safety materials for individuals with ASD developed by the Ohio State University Health System Nursing Patient Education in conjunction with the Ohio State University’s Nisonger Center and the Ohio State University Medical Center’s Burn Center. The Safe Signals section of the Autism Safety Project includes a workbook and vinyl clings with important home safety information for the kitchen, bathroom, bedroom, living areas and utility spaces. In addition, a “Safe Signals” video is available on the Autism Speaks Autism Safety Project webpage. A $ 25,000 community grant from Autism Speaks covered the production costs of the “Safe Signals” video, workbook and vinyl clings.

“The focus of the Safe Signals project is to develop fire and burn safety at home for older teens and young adults with autism. To our knowledge no other resource quite like this exists for this population,” said Lisa Murray-Johnson, program director for patient education at the Ohio State University Medical Center. “Whether they live alone, with a roommate, in a group home or with care providers, we want to prevent accidental injury before it happens. Burn center experts are excellent at treating burns, but education to prevent burns is equally important,” said Murray-Johnson.

A new Community Section expands the Autism Safety Project with the inclusion of information, tips and links to professional resources to help ensure the safety of an individual with autism outside of the home. It is broken down into categories that address common situations that can pose a risk depending on an individual with ASD’s cognitive and communication abilities. Categories include crossing the street, learning landmarks and directions, taking public transportation, using public restrooms and asking for help. For each category, Autism Speaks worked with professionals to provide tips and resources to teach appropriate safey skills in the community.

Sexual abuse is a very real concern for individuals affected by autism. According to the Centers for Disease Control and Prevention (CDC), approximately 1 in 6 boys and 1 in 4 girls suffer from sexual abuse before the age of 18. Additionally, the U.S. Department of Justice’s National Crime Victimization Survey, the country’s largest and most reliable crime study, reports that every two minutes a person is sexually victimized in the United States – and the numbers for individuals with disabilities are even higher. With these troubling statistics in mind, Autism Speaks has developed a special section of the Autism Safety Project on sexual abuse to inform and empower parents to talk about sexuality with their children, take preventive measures, detect signs of abuse and address suspected instances of abuse.

“People with autism are especially vulnerable to sexual predators, and some may either be unaware that they are being mistreated or may be unable to effectively communicate that abuse has occurred,” said Lisa Goring, Autism Speaks vice president of Family Services. “It’s critical that we do everything possible to prevent abuse by arming parents and children with key safety information, as well as improve our ability to detect and report any instance of mistreatment.”

Additional sections of the Autism Safety Project include information and strategies targeted to first responders and judicial personal. Within each section there is information about characteristics associated with autism and strategies to facilitate safe and productive interactions. The online resource also features materials to help families be better prepared for an emergency or crisis situation, including tools for creating an effective safety plan. It also provides a list of national autism information resources that includes first responder training programs and safety programs for people with disabilities.
